This week, the U.S. Department of Homeland Security is reviewing updates to the International Entrepreneur Parole (IEP) policy to reduce barriers for foreign startup founders. Proposed changes include expanding qualifying investment sources and simplifying the review process for early-stage companies.

If passed, this reform would significantly benefit international students on F-1, OPT, or STEM OPT visas—many of whom face legal and operational challenges when launching startups in the U.S.

Spark VC actively supports entrepreneurial talent from international backgrounds. We believe this potential policy shift would open more legal and financial flexibility for our founders. Now is a good time to prepare essential materials and legal consultations.

Recommended Actions:

  • Review your founding team’s visa status and legal options

  • Draft a concise English pitch deck and funding letters

  • Consult an immigration attorney familiar with IEP rules
